When is a C corporation considered a personal service corporation?

A C corporation is a qualified personal service corporation if substantially all of its activities involve the performance of personal service and at least 95% of the corporation’s stock by value, is owned, directly or indirectly by employees performing services, retired employees who had performed the personal services, and any estate of an employee or retiree.
